The online platform “e-Peitharxika” (https://e-peitharxika.aead.gr/) of the National Transparency Authority (NTA) is celebrating its second anniversary. It serves as a modern and comprehensive tool for monitoring disciplinary proceedings within the Greek public administration. Through the platform, the NTA has a real-time overview of the progress of disciplinary cases involving corrupt public officials and intervenes, where necessary, to enhance transparency, public accountability, and citizens’ trust in institutions.
The Director of the Authority may intervene in cases where the penalty is not commensurate with the severity of the disciplinary offences committed.
The following cases are provided by way of example:
Following an objection by the Authority’s Director, Alexandra Rogkakou, a penalty of permanent dismissal and a cumulative administrative fine of 785,750 euros was imposed on a National Health System (ESY) hospital doctor in the region for the offence of accepting bribes, as he systematically demanded money from patients in order for them to undergo surgery.
Furthermore, following an objection by the Authority's Director, a permanent dismissal was imposed, converted into a fine (due to termination of employment) and a cumulative administrative fine of 25,000 euros on a National Health System (ESY) doctor at a hospital in Athens, against whom a criminal case was filed for bribery of a public official, following an arrest in the act.
In both cases where the penalty of permanent dismissal was imposed, the cumulative fine imposed was calculated based on the amount proven to have been received illegally, increased by fifty (50) times (Article 77, Paragraphs 1(a) and 5 of Law 2071/1992).
In particular, through the online platform, the progress of the following is systematically monitored:
- preliminary investigation proceedings
- sworn administrative investigation proceedings (EDE)
- disciplinary proceedings before single-member or collective disciplinary bodies
- criminal cases related to disciplinary proceedings, and
- disciplinary cases following the issuance of disciplinary decisions, in the event of an appeal.
The online platform covers all stages of the pre-disciplinary and disciplinary proceedings, related criminal cases, and legal remedies following the issuance of disciplinary decisions, providing the ability to directly access and review disciplinary cases, generating statistical data and formulating evidence-based interventions such as lodging appeals with the Council of State, a responsibility that lies exclusively with the Authority’s Director.
From January 2024 to the present, in the “e-Peitharxika” platform:
- more than 1,500 active users have registered (e.g., administrative staff of public sector agencies, members of Disciplinary Councils, officials from the Ministry of the Interior and the NTA)
- officials from 793 different Greek public administration bodies are participating
- cases involving 2,925 preliminary investigations, 3,426 sworn administrative investigations (EDE), 8,873 disciplinary proceedings, while 95 appeals were processed
- more than 1,000 ticketing requests have been registered and resolved,
figures that reflect the dynamic and systematic use of the platform.
This application was designed by Authority officials, in collaboration with officials from the Ministry of the Interior, and was implemented entirely by officials of the NTA, at no cost to Greek taxpayers. The platform won the 2nd prize at the Ministry of Digital Governance’s “Digital Governance Awards” in 2023 in the category “Best Implemented Idea.”
Already for 2026, the integration of a new functional unit–subsystem into the platform is planned, aimed at recording and registering (on the part of private legal entities and State-owned Public Limited Company), as well as monitoring, audit, and statistical processing by the NTA of disciplinary cases and proceedings of other entities falling under the Authority’s jurisdiction.
Finally, since May 2025, competent NTA officials have been participating as instructors in a certified training program of National Centre of Public Administration and Local Government (EKDDA) -Training Institute (INEP) on the topic: “Management of the ‘e-Peitharxika’ online platform of the National Transparency Authority,” which is aimed at users of the platform to ensure the proper entry of the required data.
