A Memorandum of Cooperation (MoC) between the Independent Authority for Public Revenue (AADE) and the NTA was signed by the Governor of the Independent Authority for Public Revenue, Mr George Pitsilis and the NTA Interim Governor, Ms. Alexandra Rogkakou.

The MoC, to enhance accountability and transparency, provides for:

  • Constant communication and exchange of information and expertise with contact points for coordination between the two bodies in the fields of internal control, integrity, transparency and risk management of corruption and fraud, as well as personal data protection.
  • Developing an action plan to strengthen the transparency and integrity of the agencies for the period 2023-2025.

The above action plan includes:

  • System of rotation movement of inspectors to critical customs offices in the country
  • Strengthening the supervision of customs by financial inspectors
  • Video recording of physical investigations
  • Establishment and operation of an Integrity Advisor for all the services of the Independent Authority for Public Revenue
  • Strengthen and reinforce the integrity and internal control system
  • Strengthen the investigation of fraud, corruption, disciplinary audits and risk assessment
  • Train and raise awareness on integrity issues among officials on the basis of international best practices and modern tools
  • Evaluate the impact of actions and measure the corruption perception index at the beginning and end of the actions

The Independent Authority for Public Revenue and the NTA, on the basis of a structured cooperation framework, are working together to strengthen the system for ensuring integrity and transparency in critical audit services, in the public interest and for the benefit of society.

The Governor of the Independent Authority, Mr George Pitsilis said: "The priority of the Independent Authority for Public Revenue is to implement our procedures with transparency, responsibility and honesty towards citizens. To this end, we are present in dynamic partnerships and from today, also with the NTA, sharing information and expertise. The MoC further strengthens our zero tolerance towards corruption as it is our duty to defend the public interest”.

Ms. Alexandra Rogkakou, NTA Interim Governor, noted that “It is with great pleasure that we proceeded with the conclusion of an agreement (Moc) that launches the planning and implementation of joint actions and programmes aimed at strengthening integrity and transparency, and the reinforcement of the Internal Audit System procedures in critical audit services of both entities. A cooperation that will have multiple benefits and will contribute to further strengthening citizens' trust in the institutions”.
