 The Governor, Ms. Alexandra Rogakou, as head of the Greek delegation, in her speech to the Plenary Session of the Conference, after congratulating the new President, referred to the initiatives and progress achieved in the country in the field of preventing and combating corruption since the previous (10th) Conference. She also highlighted the most important institutional changes, specifically the design of the new National Strategic Plan for Combating Corruption 2026-2030, the risk management system, actions to strengthen public integrity safeguards, and the promotion of a culture of zero tolerance for corruption through the organization of relevant awareness-raising activities.

"National Strategies for Combating Corruption"

At a special event organized by the European Union on "National Strategies for Combating Corruption" representatives of the EU, the French and Italian authorities, and the Greek

delegation presented their national experiences. In particular, George Kasapas, Deputy Head of Directorate for Strategic Planning and Behavioral Analyses of the National Transparency Authority, presented the structure of the National Strategic Plan and the key elements that have been incorporated into the design of the new National Strategy 2026-2030. The most significant challenges during the planning process were also presented, as well as the methodology used to evaluate the National Strategic Plan for Combating Corruption 2026-2030.

"From Review to Reform: 15 Years of UNCAC IRM"

At a special event marking the 15th anniversary of the launch of the Implementation Review Mechanism of the United Nations Convention against Corruption, Dr. Anastasia Sotiropoulou, Legal Counsel to the Governor of the National Transparency Authority, participated in the discussion along with senior officials from the Organization and representatives of the authorities of Australia, Namibia, and Honduras. Dr. Anastasia Sotiropoulou presented the importance of the evaluation mechanism and highlighted its contribution to the political, legislative, and institutional reforms planned by countries in the field of combating corruption and sustainable development.  

 

 

 

 

 

“Countering Corruption in Public Procurement through Risk Management”

At a special event organized by the Italian Anti-Corruption Authority (ANAC) with the participation of the Greek Delegation and representatives of the Italian and French Authorities, the OECD, and the Open Contracting Partnership, Georgia Kaoura, representative of the Strategic Planning and International Relations Department of the Directorate for Strategic Planning and Behavioral Analyses of the National Transparency Authority, presented the Greek approach to risk management in public procurement. In addition, all participants shared their experiences and the relevant tools that have been developed and are included in this framework, as well as the main challenges in the field.  

 

Bilateral Meetings

 On the margin of the Conference, the Greek delegation met with the Greek Ambassador in Doha, where it had the opportunity to exhange on the structure and operation of the Hellenic Authority in the field of preventing and combating corruption and to present the policies that have been developed in both countries.

Finally, bilateral meetings were organised between the NTA and counterpart authorities.

In particular: 

  • With the Authority of Lebanon (NACC) to discuss issues related to the framework for the whistleblowers’ protection as well as technical issues concerning the operation of the supporting electronic platform.
  • with the French Authority (AFA) – within the framework of the mutual participation of both Authorities in the European Network Against Corruption – to discuss cooperation in the field of the design of the EU Strategy against Corruption.
  • With the Jordan Authority (JIACC), to discuss potential exchange of working knowledge in the field of public integrity and to further enhance the cooperation at the bilateral level.
  • With the Ethiopian Anti-Corruption Authority to present the respective mandates of both authorities, and to discuss further on the Implementation Review Mechanism (IRM) of the United Nations Convention against Corruption.
  • With the United Arab Emirates Accountability Authority (UAEAA) to discuss the methodology for evaluating complaints and within the framework of existing cooperation, the UAEAA would present the integrated information system for case management.

 

Cooperation Networks  

The Greek delegation participated in the Plenary Meeting of the Council of Europe Network of Corruption Prevention Authorities (NCPA). During the meeting, the latest developments of the Network (recent amendments to its statute) and its new members were presented. A thematic session on risk mapping in the fields of health and education, two areas at high risk of corruption, was followed. A member of the Greek delegation (representative of NTA) moderated the thematic discussion, in which representatives of the authorities of France, Ukraine, Morocco, Italy, Portugal, and the RAI Regional Network had the opportunity to share their national perspectives and approaches in this field.

The Greek delegation presented the significant progress achieved in the country in the field of preventing and combating corruption, as well as the achievements and work of the Authority at international level. At the same time, NTA highlighted its willingness to support any initiative for the exchange of know-how and practical (operational) tools, while gathering useful information and experiences to fuel constructive reflection on the adoption of innovative approaches and good practices, both in the shorter and longer terms.
