The NTA’s Governor Mr. Angelos Binis, participated in the final conference of the programme "Technical Assistance for Good Governance in Greece - Part II: Support for the Development of Intermunicipal Cooperation", implemented by the Council of Europe's Centre of Expertise for Good Governance at the request of the Ministry of the Interior and co-funded by the European Commission's Directorate-General for Support for Structural Reform (DG REFORM).
The main objective is to strengthen the capacity of municipalities to provide quality and effective services to citizens, in particular through the establishment of inter-municipal cooperation systems. The outcome of the program is the Intermunicipal Cooperation Manual, which is a practical guide for municipalities containing guidelines for implementing Intermunicipal Cooperation.
As a co-beneficiary of the programme, ΝΤΑ provided expertise on implementing the Internal Audit function. Representatives of the municipalities had the opportunity to familiarise themselves with the concept of Internal Audit through seminars and workshops.
Mr. Binis referred to the significant opportunity provided by the passage of the bill into Law 4795/2021 to implement an integrated internal audit system in the country's municipalities. Also, he spoke about the importance of a joint effort by all stakeholders (Ministry of Interior, Hellenic Court of Audit, Central Union of Municipalities of Greece, Hellenic Agency for Local Development and Local Government (E.E.T.A.A.), Regional Development Institute of Panteion University) to exchange best practices and find practical solutions to the challenges of reform implementation.
