The Code of Ethics and Professional Conduct for Public Sector Employees contains fundamental values and the behavior expected of public sector employees in the performance of their duties. At the same time, civil servants are governed by a single obligation, to serve the public interest, and this requires adherence to standards of professional conduct, establishing a culture of ethics in the public administration, and enhancing citizens' trust in the integrity of its institutions. At the same time, this Code addresses a number of issues such as conflict of interest, harassment, intimidation, equal treatment, management and disclosure of information and any possible abuse of power by senior members of the public administration, while taking into account contemporary literature, international standards, methodologies and good practices, which favor a system based on value-based rather than compliance-based rules.
