Paraskevas Nomikos is a graduate of the Law Department of the Law School of the Democritus University of Thrace (1985) and a graduate of the National School of Public Administration (1990).
In the years 2016-2024 he served as a Councilor-Inspector at the Supreme Council for Civil Personnel Selection (A.S.E.P).
He was the Special Secretary (Head) of the Inspectors-Controllers Body for Public Administration (S.E.E.D.D.) from September 2011 to May 2015. During the period 2012-2014 the S.E.E.D.D. participated decisively in the Programs of the Ministry of Administrative Reform and E-Governance (M.A.R.E.G.) for administrative reform, and for strengthening accountability and disciplinary responsibility in public services.
During the period 2012-2013, in parallel with the duties of the Special Secretary (Head) of the S.E.E.D.D., and in the framework of the Program for Administrative Reform, he performed the duties of Coordinator of the committees for the evaluation of the administrative structure of the Ministry of Administrative Reform and E-Governance, the Ministry of Environment, Energy and Climate Change and their supervised entities. For this work he was awarded a commendation by the Minister of Administrative Reform and E-Governance.
During the years 1998 to 2011, he served in the S.E.E.D.D. initially as a public administration auditor and then as a chief inspector/auditor and deputy of the Special Secretary, with the main task of coordinating audits in various fields of public administration.
He served in the Ministry of Culture’s Directorate of International Cultural Relations and European Union (1990-1993, 1997, 2015-2016) engaged with the cultural programs of UNESCO, Council of Europe and other international cultural organizations.
In the period 2006-2009 he taught at the National School of Local Government in the section "Public Administration Audit and Audit Mechanisms: The Role of the Inspector General of Public Administration and Inspection & Audit Bodies & Services".
He participated in the writing team of the paper entitled: "Public Administration Control and Control Mechanisms" (Athens 2006), of the National School of Local Government. In addition, he took part in the writing group of the books entitled: a) "Recruitment Law – A.S.E.P. Law (Law 2190/1994)" Nomiki Bibliothiki 2020 and b) A.S.E.P. and Human Resources Law in the Public Sector. New A.S.E.P. law n. 4765/2021 Nomiki Bibliothiki 2023.
